Solution

Cox Millennium 4, M4094 Remote Control
Once programmed, you must be in cable mode for the feature to work. In all other modes, the POWER button controls the individual device associated with that mode.
To set up the POWER button to turn all devices on or off at the same time, perform the following steps:
Using the number buttons on the remote, enter 9 - 9 - 5.
Result: The LED blinks twice.
Press the POWER button.
- Press the CBL button.
- Press the TV button.
- Press the VCR button.
- Press the AUDIO button.
- Press the CBL button
Note: If you do not want the POWER button to turn a device on or off at the same time as the rest, do not press that button during this step.
For example, if you do not want the VCR to turn on or off when not in VCR mode, skip step c. above.
Press and hold the SETUP button until the LED blinks twice.
Result:
- When you press the CBL button, and then press the POWER button, all devices associated with the CBL, TV, VCR, and AUDIO buttons turn on or off.
- The remote control stays in cable mode.
All steps complete..
