Solution
When clicking the HTML Editor at the Compose Mail window for the first time, there may be a delay of up to two minutes (depending on the machine) while the Java Applet for the HTML editor gets loaded for the first time. Subsequently, the load time will be only a few seconds.
In addition, if the computer has no Java Virtual Machine loaded, you will be directed to Sun's Java site to download the latest JVM. The HTML email editor will not function without a JVM loaded on your machine.
