(Norman, OK) -- The University of Oklahoma expects to avoid layoffs, furloughs or tuition increases this year despite cuts in state appropriations. University President David Boren says he built reserves into the 2009-10 budget in anticipation of funding shortfalls. Also, a hiring freeze in place since 2008 has helped the university prevent across-the-board pay cuts and mass layoffs.
