Why does my IP address remain the same when I get a new DHCP lease?

The DHCP server assigning IP addresses associates the MAC address with the modem and stores a matching IP on the DHCP provisioning cluster.

Will I obtain a new IP address if I change my NIC or use a different Network Device?

Yes. By changing the device the modem is connected to, a new MAC address has to be stored by the DHCP server. Since the new MAC address is different from the previous one, it is likely that your IP address will change. Your subnet and default gateway may also change.
